Your Youth Commissioners

Meet your Youth Commissioners! Here you can find information about our County Youth Commissioner team and your local District Youth Commissioners!

Kat Holter – County Youth Commissioner

Hi, I’m Kat! I have been County Youth Commissioner since 2019 and was a Deputy before that. I have been in Scouting since I was a Beaver and have been through all the sections. I was a Young Leader in Tewkesbury District and I am now the Cub Scout Leader at the pack I helped with.

Outside of Scouting I am a swimming teacher and I am currently a nursery apprentice working towards my Level 3 qualification in Childcare.

I have always been passionate about Youth Shaped Scouting and I am enjoying being able to support a team of DYCs to inspire young people across Gloucestershire to shape their own journeys.

Harry Gibbens – Deputy County Youth Commissioner

Hello there! I’m Harry, Deputy County Youth Commissioner for Gloucestershire since early 2021, and also an Assistant Beaver Scout Leader in Tewkesbury! I was involved in Scouts when I was younger, but made my return as an adult leader when I wanted to do something in the community, and haven’t looked back since!

Outside of scouting, I’m a Project Manager, having just graduated from University with a degree in Electronic and Computer Engineering! When I’m not working, I’m either baking, enjoying a gym class, in the outdoors or at the cinema!

I’ve always been a keen advocate of Scouting being shaped by young people, for young people, and this role is giving me the opportunity to do this, and I LOVE it!

Ryan Hawkins – Cheltenham

Hello I’m Ryan! My first role in Scouting as an adult has been as Cheltenham’s District Youth Commissioner. I have been in Scouts since Beavers and have grown up with Scouts being a huge part of my life. I was a Young Leader in Cheltenham before becoming Youth Commissioner too!
Outside of scouting, I am a software engineer and have spent a considerable chunk of the COVID pandemic as a vaccinator delivering the much-needed vaccines to hundreds of people at such an important time.
Youth Shaped Scouting is the pinnacle of everything Scouts is. We believe in and deliver for the Young People, so we tailor everything we do to what they want. Supporting our amazing leaders to deliver the most exciting programmes is one of the best opportunities ever!

Archey Barrell – Forest of Dean

Hello! I’m Archey, and I’m one of the District Youth Commissioners from the Forest of Dean. I have been through all of the sections, starting with Beavers all the way to Explorers and Young Leaders.

Aside from Scouts, I’m currently in university studying computer science within the beautiful city of Bath. My other hobbies are photography and offroad motorsport, but generally I just enjoy spending time outdoors.

Without a doubt, young people are the future of the Scouting movement. This is why I love seeing young people being able to shape their Scouting, whether it’s Beavers getting involved with planning their weekly programme, or Explorers having the chance to share their voice at AGMs.

Connie Plant – Gloucester

Hi, I’m Connie! I have recently been appointed as district youth commissioner for Gloucester. I joined scouting as a cub and moved through the sections as a participant at 11th Gloucester. I began helping as a young leader at Hucclecote cubs in 2011 before becoming a section assistant.

When I went to university, I continued my Scouting, helping with a cub pack in Bristol for three years. Now I am back home and looking forward to working as part of the district team to grow and develop scouting in Gloucester.

I am looking forward to meeting you and your young people at section meetings and district events. Please don’t hesitate to contact me via email with what your sections are up to.

Sam Gilchrist – Tewkesbury

Hi, I am Sam! I have been the Youth Commissioner in my district since 2019. I have been Scouting since I was a Beaver and have been through all the sections as well as being a Young Leader with Haberpaka ESU. I have also been a Scout leader since 2018.

Outside of Scouting I work as an Electronics Engineer for an Aerospace company, whilst working towards my degree in Electronic and Computer Engineering.

I believe that Youth Shaped Scouting should be at the centre of all that we plan and do. First and foremost we are all in Scouting for the young people so their ideas are what we need to keep them interested in Scouting to allow us to broaden their horizons.

These are the District which currently do not have a DYC. Please contact the DC for more information.
